San Diego is set to welcome Rolando Charvel as its new Chief Financial Officer (CFO), following an announcement from Mayor Todd Gloria. The appointment requires approval from the City Council.
Charvel, who has been with the city’s finance team since 1999, is transitioning from his previous role as the city’s finance director. With 26 years of experience in public finance, he is expected to bring a wealth of knowledge to the position. Charvel previously served as CFO from 2017 to 2020, before being succeeded by Matthew Vespi during the COVID pandemic. Charvel will take over the role from Vespi, who has recently moved on to become the chief administrative officer at the Port of San Diego.
Mayor Gloria commended Charvel for his strong financial oversight, dedication to public service, and innovative leadership. In his role as CFO, Charvel will be responsible for overseeing the city’s financial strategy, budgeting, accounting, risk management, and debt financing. He will also serve as the main adviser to the mayor on financial policy and long-term fiscal planning.
San Diego operates with an annual budget of approximately $6 billion, which includes a general fund of around $2 billion and a workforce of approximately 13,000 employees. As part of his compensation, Charvel will receive an annual salary of $316,000, the same as Vespi’s compensation for the year 2024.
Among Charvel’s immediate priorities will be the development of the city’s five-year financial outlook, a proactive framework that will detail projected revenues and expenditures. Charvel has a track record of financial efficiency, having led initiatives that saved San Diego taxpayers over $900,000 annually by consolidating various financial functions such as accounting, budgeting, and debt management. Additionally, he founded the city’s Finance Academy, which has trained over 100 finance professionals across different city departments.
Charvel holds a Bachelor of Science degree in accounting from San Diego State University, graduating cum laude. He is also an active member of the California Society of Certified Public Accountants, serving as the chair of the committee focused on municipal accounting.
The City Council is expected to discuss and consider Charvel’s appointment in the upcoming weeks, marking a significant step for San Diego amid its ongoing budgetary challenges.
