Following previous technical challenges that hindered access for many applicants, CARB has selected Akamai Technologies and Queue-it as new vendors to oversee the upcoming enrollment process.

The next application period is set to begin on May 29, during which 1,000 vouchers valued at up to $2,000 will be available for eligible California residents. To qualify, applicants must be 18 years or older and have a household income that falls below 300% of the Federal Poverty Level.

The initiative seeks to encourage the adoption of electric bicycles as an eco-friendly transportation alternative, aiming to reduce the dependency on automobiles and simultaneously lower greenhouse gas emissions associated with vehicle use.

Previously, the E-Bike Incentive Program faced significant challenges during its initial rollout attempts in December and April. These attempts were marred by technical glitches, which resulted in the program’s website becoming inaccessible after just 45 minutes in December, and a security breach that blocked all applicants in April. Such hurdles have led to widespread dissatisfaction among potential participants, with approximately 150,000 individuals expressing interest in the incentives but only 1,000 vouchers available.

CARB has acknowledged mismanagement in processing applications and expressed a commitment to enhancing the system. Since the program’s inception, a total of 1,022 vouchers have been issued, with around 90% of these being redeemed, indicating strong interest among residents for e-bike incentives. It is significant to note that vouchers can be applied toward the purchase of Class 1, 2, or 3 e-bikes and accessories, provided these are bought simultaneously.

The program is particularly beneficial for low-income residents, as priority applicants with incomes at or below 225% of the Federal Poverty Level are eligible for an additional $250 incentive towards their e-bike purchase. Vouchers must be redeemed at participating retailers within 45 days of approval, although applicants can request an extension if needed.

This latest round of funding represents a continuation of California’s mission to promote sustainable transportation options and improve air quality statewide. The state has plans to conduct a third distribution in 2026, highlighting an ongoing commitment to encourage greener transportation methods for its residents.
