The San Diego Association of Governments has issued a construction notice informing residents of potential construction-related noise, including backup alarms from vehicles and bright lights in work areas. These disruptions will primarily impact homes located along the bluff from 15th to 7th streets.

Additionally, there will be temporary closures of bluff trails as crews work to stabilize the bluffs. Flag workers will be present on-site to help direct traffic in residential areas, ensuring safety for both residents and construction personnel.

This construction effort marks the initiation of Phase 5 of the Bluff Stabilization Project, a long-term initiative that began in 2003. The project aims to fortify the bluffs against risks posed by earthquakes, sea level rise, and other erosion factors that threaten the integrity of the region.

Phase 5 will include various improvements such as the addition of support columns, drainage enhancements, new retaining walls, and the planting of native vegetation in compliance with SANDAG specifications. The estimated total cost for this phase of the project is $88 million, financed through a combination of federal, state, and local funding sources.

Since the project’s inception in 2003, previous construction phases have successfully installed over 230 support columns, stabilized headwalls, and improved drainage systems between Coast Boulevard and Torrey Pines State Beach. The current construction disruption is also coordinated with ongoing track work in Orange County to minimize overall disruptions.

Travelers looking for alternative modes of transportation during this service suspension will not have special bus services to replace the Amtrak Pacific Surfliner. However, options such as FlixBus or Greyhound, which operate daily services between San Diego and Los Angeles, remain available for those needing to travel.

It’s important to note that additional rail service suspensions are scheduled for January 25-26, 2024, as part of ongoing maintenance and improvements in the area. While there have been wind-related advisories for potential service interruptions due to fires in Los Angeles and Altadena, no advisories were in effect as of Friday morning.

Residents and travelers are encouraged to prepare accordingly for the upcoming construction activities and associated service disruptions.
