Under the new rules, students are required to turn off their mobile phones and keep them out of sight during school hours. High school students will have a few more options, as they are permitted to use their phones during lunch and between classes. The policy does allow for exceptions, such as in emergency situations or for teacher-approved instructional uses, as well as accommodations for students with special needs.

The San Diego Unified School District plans to enforce the new guidelines using a “Positive Behavior Interventions and Supports + Restorative Justice Practices” approach. Initial enforcement will involve providing verbal reminders to students, followed by counselor referrals and parental contacts if issues persist. Confiscation of phones will be considered only as a last resort. Students who continuously violate the policy may face restrictions on participating in school events or activities.

The district previously had similar mobile phone rules in place since 2003, but the lack of consistent enforcement across schools led to confusion among students and parents alike. In preparation for the new guidelines, the district conducted surveys among students and parents, finding that supportive responses outnumbered critiques by a significant margin—five to one.

Superintendent Fabiola Bagula has highlighted that limiting mobile phone use supports focused learning environments and encourages students to connect with their peers. By implementing these changes, the San Diego Unified School District positions itself as an early adopter of California’s Phone-Free School Act, which requires all public school districts to establish mobile phone policies by July 1, 2026.
