The San Diego City Council has approved a controversial paid parking plan around Balboa Park, introducing fees of $2.50 per hour. Central lots will charge higher rates based on proximity. While funds are earmarked for park improvements, public pushback has been significant, with concerns over economic impacts on local businesses. An amendment for possible resident discounts is being discussed, and community members are advocating for adjustments to the plan ahead of its potential implementation by October.
San Diego – The San Diego City Council recently passed a controversial plan to implement paid parking around Balboa Park, a popular civic space and destination for both residents and visitors. The installation of 300 parking meters will charge a fee of $2.50 per hour from 8 a.m. to 8 p.m. daily. The decision was approved with a 6-2 majority vote, with Council members Raul Campillo and Jennifer Campbell opposing the measure.
The comprehensive parking strategy for Balboa Park includes three tiers of parking fees based on the proximity of parking spaces and locations. Central parking lots will charge between $5 and $15 for all-day parking. However, some areas such as Inspiration Point will provide two hours of free parking, while additional charges will ensue after that time. The council noted that funds collected from the parking fees will be strictly designated for improvements related to Balboa Park and cannot be transferred to unrelated municipal budgetary needs.
In the vote, Council member Sean Elo-Rivera proposed an amendment to consider potential discounts or free parking options for city residents at the metered spots. Discussions regarding this amendment are expected to take place in September, which could result in adjustments to the finalized proposal before implementation.
Despite the City Council’s approval, public sentiment surrounding the plan has been overwhelmingly negative. Out of 103 written comments submitted to the city council, 98 expressed opposition to the parking proposal. Community members articulated concerns about the potential economic burden that paid parking would impose on local residents and businesses. There is a prevailing fear that the additional parking fees could deter visitors and adversely impact local businesses that rely on foot traffic generated by those visiting Balboa Park.
The issue is compounded by findings from recent parking studies, indicating that on-street parking in the vicinity is already seeing high occupancy rates of 72% on Park Boulevard and 81% on Sixth Avenue. Local leaders have highlighted that these rates are expected to increase with the addition of new paid parking measures.
The city anticipates generating roughly $750,000 in revenue from the new parking meters for the remainder of Fiscal Year 2026, with projections indicating an annual revenue of about $1 million thereafter. However, council members and residents alike have expressed their concerns regarding the impact this fee structure will have on the local community, calling for deeper discounts for residents and extended periods of free parking.
Officials are also in talks about altering parking fees at the San Diego Zoo, the outcomes of which are yet to be finalized. Community leaders have stressed the importance of Balboa Park as a shared civic space, emphasizing that its accessibility should prioritize local needs over revenue generation to serve both residents and visitors effectively.
As the discussions continue, residents are organizing coalitions and meetings to voice their concerns and advocate for adjustments that would benefit the local community, aiming to ensure that Balboa Park remains an accessible and vital resource for San Diego. The finalized proposal regarding parking fee adjustments, including the potential for discounts for city residents, is expected to be presented for a vote in September, with the goal of launching the new parking charges by October 1.
