This report outlines multiple options and associated costs for library and recreation services, allowing the council to tailor their approach to cuts based on community needs.

Among the proposals from the IBA is the restoration of either half-day or full-day library services on Mondays at 14 of the city’s 37 library branches. Likewise, the plan also considers restoring hours at selected recreation centers, with options ranging from partial service at three up to full restorations at 20 of the city’s 60 centers.

The proposed restorations are designed to prioritize lower-income neighborhoods, reflecting the greater dependence these communities have on public libraries and recreational resources in contrast to wealthier areas of San Diego.

Additional proposals suggest the restoration of cuts to various recreational activities including boating and fishing at two city reservoirs, Miramar and Lake Murray, or even at all reservoirs. However, the City Council is faced with financial constraints, as the IBA indicated that only approximately $6 million is currently available to restore cuts, while the council members express a desire to restore up to $30 million in services.

San Diego is currently experiencing its worst budget year in over a decade, with a $350 million deficit manifesting within a $2.2 billion general fund budget. This deficit largely results from substantial employee pay raises, totaling around 23% in 2023, and the rejection of a proposed 1-cent sales tax hike that could have generated an additional $400 million annually.

Mayor Gloria’s budget plan includes about $110 million in cuts, postponing $64 million in reserve contributions, and implementing measures aimed at increasing city revenues through fee hikes and new parking charges. A notable aspect of the budget proposal is the introduction of charges for trash pickup at single-family homes, projected to help bridge a $75 million gap in the budget.

The mayor’s plan entails closing all 37 library branches on Sundays and Mondays, reducing weekly operating hours at recreation centers from 60 or 65 to just 40, and cutting arts funding from $15.3 million to $13.8 million. While police and fire department budgets face minimal cuts, two special firefighting squads are likely to experience reductions. Significant cuts are also anticipated for parks maintenance and public restroom services, with many restrooms slated for closure.

In light of these budgetary struggles, council members advocate for a neighborhood-specific approach toward cuts related to libraries and recreation centers. The IBA’s report provides the council members with options that more appropriately address community needs while looking for ways to enhance services.

The council can choose to restore half-day service in targeted library branches at a cost of $2.2 million or full-day service for $3.1 million. Restoration options for recreation centers include servicing in neighborhoods such as City Heights, Skyline, and San Ysidro for around $322,000, or extending restorations to various council districts, which could add up to $3.1 million.

The IBA has also suggested revenue-generating strategies, such as unpaid furloughs for some employees to save approximately $1.9 million and potential layoffs in public relations sectors. However, the IBA has urged caution, noting uncertain revenue forecasts and the possibility of an impending economic downturn in the upcoming fiscal year.

Concerns surrounding Mayor Gloria’s budget projections have been raised, particularly in regard to reduced overtime pay expectations for police and fire departments. To mitigate some impacts of budget cuts, the budget allocates $500,000 for affordable housing preservation, financed through developer fees via the city’s Complete Communities incentive program.
