Construction in Arizona reflecting the ongoing economic development challenges.
Arizona is seeing major disruptions in key economic projects, notably the $1.3 billion Axon expansion, due to challenges from the California-based labor group, Worker Power. These obstacles threaten significant job creation and economic growth in the state. The group has raised concerns over projects like the VAI Resort, exacerbating the uncertainty surrounding Arizona’s development landscape. Without reforms, critics fear that local job opportunities may be jeopardized by external influences.
Arizona is facing significant disruptions to major economic development projects due to the influence of out-of-state special interests, particularly from the California-based labor group UniteHere. Their political arm, Worker Power, is currently challenging initiatives aimed at creating thousands of jobs and boosting the state’s economy, as they exploit the rights of Arizona citizens to bring legislative decisions to the ballot.
One of the most prominent projects affected is the planned $1.3 billion expansion of Axon, a public safety technology company located in Scottsdale. This expansion, which the Scottsdale City Council approved unanimously last November, is projected to generate an impressive $38 billion positive economic impact over the next decade. However, Worker’s Power signature campaign has put the project on hold pending a ballot vote scheduled for November 2026.
Axon currently contributes $21 million each year in tax revenue to the state, showcasing its significant role in Arizona’s economic landscape. Alongside Axon’s expansion, another major project known as the VAI Resort in Glendale is set to become the largest resort in Arizona, anticipated to create around 2,000 new jobs and generate an estimated $2.2 billion in tax revenues. Although the project’s zoning has been approved, Worker Power is challenging it through a ballot measure, further complicating economic development in the region.
The concerns raised by Worker Power about the VAI Resort include accusations of disrupting existing city parks and overusing water resources. However, the resort’s plans indicate that it will utilize 50% less water than what current zoning allows, making these claims questionable. A special election focused on zoning changes for the VAI Resort is set for May 2025.
Historically, Worker Power has contested several development initiatives in Arizona, including the failed Proposition 499 and a proposed facility for the Arizona Coyotes in Tempe. The group has consistently raised issues regarding transparency and community input concerning these commercial projects.
Critics of Worker Power argue that the group’s actions should be viewed as an effort to expand union influence, rather than a genuine response to local zoning or environmental issues. This perspective is further emphasized by the increasing recognition that the current laws governing referendums and zoning decisions might be outdated. Many believe that reforms are necessary to prevent manipulation of such laws by outside interests.
Proposed measures for reform include treating zoning approvals as administrative actions and enhancing regulations related to signature-gathering processes for local initiatives. These reforms seek to protect the integrity of Arizona’s local governments and ensure that significant job creation efforts are not derailed by external influences.
A representative for the VAI Resort has expressed concerns that Worker Power’s maneuvers are jeopardizing job creation and stifling economic development within Arizona. Without implementing such reforms, there are fears that the state could lose vital job opportunities as out-of-state entities gain the power to dictate local economic policies.
As Arizona grapples with the implications of Worker Power’s actions, the future of key development projects remains uncertain. With the potential for significant economic benefits on the line, the need for strategic changes in law and regulation will likely be a central focus for policymakers moving forward.
